IRC — Incident Response Commander/Coordinator

The Incident Response Commander (IRC), also called the Incident Coordinator, is the single named individual with decision authority during a cyber incident. The IRC owns the response timeline, directs team actions, approves containment and communication decisions, and ensures the response stays focused on the highest-priority objectives under pressure.

Why a Single Decision Authority Matters

During a major cyber incident, multiple teams work in parallel: technical responders contain the threat, legal assesses notification obligations, communications drafts stakeholder messages, and executives weigh business decisions. Without a single person coordinating these efforts, responses fracture. Containment actions conflict with forensic preservation. Communications go out before legal review. Decisions are made but not documented. The IRC role prevents this chaos by providing a clear chain of command.

The concept comes from the Incident Command System (ICS) developed for emergency management, adapted for the cybersecurity context. Just as a fire incident has a single Incident Commander who coordinates all units on the ground, a cyber incident needs one person who owns the decision-making authority across all functional areas.

IRC Responsibilities

Who Should Serve as IRC

The IRC does not need to be the most technical person in the room. The role requires strong decision-making under pressure, effective communication, and the organizational authority to direct cross-functional teams. In many organizations, the CISO or a senior security leader serves as IRC, with a technical lead handling the forensic and containment details. What matters most is that the IRC is pre-designated, trained, and has practiced the role through tabletop exercises before a real incident occurs.
